Targeted advertising: Board scans you before displaying ads
This prototype billboard in Tokyo seems to be red hot with targeted advertising. People may look at the board, and this board stares back, that is to say that the board scans people as they walk past and decides what kind of advertisement to display. This would probably be targeted advertising at its finest, and barging on the creepiest.
